I'm trying to find the quote from Anatole France. Is it in _The Gods will have Blood_ ?

The Anatole France quote in Emily's book is referenced in her Notes to a book by Irving Babbitt called Democracy and Leadership, on page 104.

Google Books shows the quote appearing on page 104 or page 81, depending on the edition. I found the PDF for you - in this edition it is on page 81, but Babbitt doesn't give its origin, so unfortunately I can only confirm Emily's source, not the place in which France originally said or published the statement: https://archive.org/details/in.ernet.dli.2015.505462.

Babbitt also doesn't use quotes around the statement, so it could be that he paraphrased or reformulated France, as he did with the preceding (and also excellent) line on the same page: "He had been led to the most savage ferocity by the tenderest optimism."
